Schemes for Scheduled Castes


List of Scheduled Castes:

As declared vide constitution (J&K) scheduled castes order, 1956:-

(A) Scheme with Bank Assistance (BANK TIE-UP SCHEME):

The Scheduled Castes category persons who are permanent resident of J&K State, living Below the Poverty Line(BPL) and are not defaulters of any financial institution can avail this scheme, to establish the income generating unit costing upto Rs.1.00 Lac. The corporation sponsors loan proposals of eligible persons to various banks in accordance with the “SERVICE AREA APPROACH” for financing. The corporation provides subsidy upto 50% of the project cost subject to maximum Rs. 10000/- per beneficiary under Special Central Assistance (SCA) to Scheduled Caste Sub- Plan(SCSP) and rest of the amount of unit cost is the Bank Loan.

ELIGIBILITY CRITERIA FOR BANK TIE-UP SCHEME:

  • One should be permanent Resident of J&K State
  • One should be a member of Scheduled Castes category
  • One should have the Annual family income below the Poverty Line (BPL), i.e. Rs.40500/= p.a. for Rural and Rs.51500/= p.a. for Urban areas (notified by the Govt. of India from time to time).
  • One should not be a defaulter of any financial institution.
  • One should not have already availed the benefit of subsidy.
  • One should having necessary skill/ experience in the activity/ trade applied for.


(B) Scheme for Scheduled Castes in collaboration with “National Scheduled Castes Finance & Development Corporation (NSFDC), Ministry of Social Justice & Empowerment (MSJ&E), Govt. of India, New Delhi”.

The Financing schemes for socio-economic upliftment of eligible Scheduled castes category persons to establish income generating unit is available in collaboration with’ National Scheduled Castes Finance & Development Corporation(NSFDC), Govt. of India, New Delhi.

ELIGIBILITY CRITERIA FOR SCHEMES INCOLLABORATION WITH “ NSFDC ( including EDUCATIONAL LOAN/SKILL DEVELOPMENT/TRAINING PROGRAMMES):

  • One should belong to Scheduled Castes category.
  • One should be permanent resident of the J&K State.
  • One should have the Annual family income below Double the Poverty Line (DPL), i.e. Rs 81,000/= p.a. for Rural and Rs.1,03000/= p.a. for Urban areas, ( prescribed by NSFDC/Govt. of India).
  • One should be unemployed
  • One should having necessary skill/ experience in the activity/ trade applied for.
  • The applicant who intends to avail loan for purchase of vehicle should have valid driving license for the type of vehicle applied for.
  • One should not be a defaulter of any bank/ financial institution.

(C) Educational loan Scheme for Scheduled Castes students

The corporation in collaboration with NSFDC, New Delhi is providing Educational Loan to the students of the target group for pursuing professional /Technical courses in India and abroad, at the following funding pattern:

(D) SKILL DEVELOPMENT/ TRAINING PROGRAMMES

The corporation has been undertaking various skill development programme by imparting training to the candidates of the target groups to develop their skills and knowledge with a view to enhance their competence for wage employment /self employment. Under the scheme the corporation arranges need based vocational training/ skill development programme with the financial support from NSFDC, New Delhi or other sources. The corporation bears 100% training cost.

(E) MARKETING LINKAGES

Besides other development activities, the corporation is also promoting facilities for its beneficiaries by providing opportunities to participate in the country’s leading fairs like; India International Trade Fair, Dilli Haat, Surajkund Craft Mela as well as in exhibitions/fairs organized in other States on important occasions and festivals etc. The events not only give much needed marketing exposure to these artisans/beneficiaries but also provide an opportunity to market their products at good price which usually they find difficult at their own places.

The corporation can assist a wide range of activities for financing mainly under the following broad sectors:

  • Transport Sector activities
  • Agriculture & Allied Activities;
  • Small Business/ Trade
  • Tiny/ Cottage industry or Service activities.
  • Artisan & Traditional activities
